Organization Description Eligibility / Criteria
National Youth Council  
(1) Young ChangeMakers (YCM) The Young ChangeMakers (YCM) is a grant scheme set up to ignite youth passion for community change in Singapore.

It aims to provide seed funding up to 80% of total project cost or $3,000, which ever is lower, and non-monetary support for young people to initiate and implement projects, which benefit the local community and society.

It empowers youth as decision makers and fosters youth development through involvement in these community projects.

Applications are open throughout the year and should be submitted at least one month before the date of the proposed implementation.

YCM is open to any youth or informal youth groups aged 13 to 35 who wish to embark on projects benefiting th community in Singapore, Either as an informal group or as an individual.

Projects are to benefit the local community and society at large.

Content of the project should not be offensive or carry any racial, religious or political implications.

Projects will be carried out on a cost-sharing basis i.e. with other sources of funding beside the Young ChangeMakers. (Please nite: YCM will fund up to a maximum of 80% in total governmental funding)

If your application is successful, a mentor / resource personnel will be assigned to you and your project team to assist you in the implementation of the project.

(2) Youth Development Fund (YDF)

The You Development Fund (YDF) provides seed money to help youth initiate and implement projects which benefit the community and society.

Applicants for YDF are encouraged to use the Service-Learning (S-L) approach in their youth development projects. S-L is a methodology that integrates youth service to the community with youth learning and self-development. Group effort initiated and implemented by youths not older than 35 years, and endorsed by recognized institution.

Benenficial to the community and society at large and open to youths of all gender, races and religious denominations

Content/message should not be offensive or carry any racial, political and religious implications.

Organised on a cost-sharing basis.

Projects should be innovative, sustainable and have wide outreach.

(3) Youth Organization Capability Development Fund (YOCDF)

The YOCDF seeks to enhance the long-term capability or youth organizations (YOs), by giving incentives and value-added assistance worth up to SGD$70,000 per project through 3 different schemes. It aims to help youth organizations embark on capacity building and organization-strengthening initiatives.

The three schemes are:

  1. Youth Organisation Development Schemes (Funding capped at SGD$60,000 or 70% of total cost, which ever is lower)
  2. Youth Development Tools and Curriculum Scheme (Funding capped at SGD$70,000 or 70% of the total cost, whichever is lower)
  3. Youth Social Entrepreneur Incubator Scheme (Funding capped at SGD$40,000 or 70% of the total cost, which ever is lower)
Any non-profit group or organization which is registered society or affiliated to a registered society, government agency, self-help group or voluntary welfare organizations.
(4) Youth Leadership Development Grant

The Youth Leadership Development Grant (YLDG) is a training grant scheme that supports the development of leadership capabilities in youths, empowering them to serve and be actively involved in the community.

It aims to increase youth’s sense of community involvement and ownership, by linking leadership development training for youths to hands-on service involvement in the community.

YLDG funds up to 50% of the total training costs, capped at $150 per youth per year.

Applications are open throughout the year and should be submitted at least 3 weeks before the training starts.

Note: Training programmes by other training providers not included on our recommended list may be eligible for the YLDG. Please inform them to submit a YLDG certification form at least 8 weeks before the training starts.

(5) Youth Research Fund (YRF)

The Youth Research Fund supports studies that will add to our collective understanding of youth trends and issues.

Grant amount varies, depending on study conducted. Each group or individual is able to obtain a grant amount up to SGD$6,000 per study per year.

Professional groups and all students doing their undergraduate honours project or graduate dissertation.
(6) Overseas Youth Programme Grant (OYPG) The Overseas Youth Programme Grant supports overseas youth programmes that encourage youth development and benefit the community.

Youths and youth organizations who are keen on connecting themselves with the regional and international youth scene.

Overseas project must have the element of youth development.

(7) Youth Expedition Project (YEP)

The Youth Expedition Project (YEP) has been a key programme to encourage volunteerism among our youth since its inception in 2000.

YEP supports youth to embark on community service projects with the objectives of building up self-confident youth volunteers who are identify needs and contribute to the community both at home and abroad.

YEP will fund 50% of total cost with a cap of SGD$1,000 per person, to a maximum of $20,000 per project.

(8) Singapore - ASEAN Youth Fund

The Singapore- ASEAN Youth Fund was created to promote greater interaction among youth within the ASEAN member countries.

The Fund Supports partnerships among ASEAN youth and Youth Sector Organisations (YSOs), thus contributing to greater understanding and closer ties within the ASEAN community.

The Fund aims to foster ASEAN unity in ASEAN youth and promote greater awareness of ASEAN internationally. The objectives of the fund are to:

  • To promote ASEAN youth interaction and develop ASEAN youths between the age of 15 and 35 through participation in ASEAN youth projects;
  • To promote greater understanding of ASEAN member countries among ASEAN youth; and
  • To encourage youth sector organizations to network with one another, share best practices and partner one another in joint youth projects to foster greater community building efforts.

The fund is open to Youth Sector organizations and National Youth Focal Points from ASEAN member countries. YSOs must obtain endorsement from their respective National Youth Focal Points.

Application in open throughout the year and must be submitted 2 to 3 months before project start date.

The Singapore-ASEAN Youth Fund Encourages projects that are in line with the ASEAN Socio-Cultural Community (ASCC) Plan of Action under the Vietiane Action Plan (VAP). The fund will support projects that come under the 4 key areas of focus in the ASCC Plan of Action, especially the programme areas led or supported by the Senior Officials Meeting on Youth (SOMY).

There are 3 funding group types: Group A (Community Service Projects), Group B (Camps, Workshops, YSO to YSO capability development projects) and Group C (ASEAN level sporting or cultural events/festivals)

Citigroup Foundation
Citibank-YMCA Youth for Causes (YFC) Programme

The YFC programme is collaboration between Citibank and YMCA to encourage youth in Singapore to come up with community projects that benefit the less fortunate through Social Entrepreneurship.

Provides seed funding of $1,600 per project.

Community Development Councils
(1) Central Singapore CDC's
Mayor's Imagine Fund

Inspired by the Imagine Chicago Movement, the Central Singapore Mayor’s Imagine Fund was established to provide individuals an opportunity to contribute towards the community.

Provides up to SGD$10,000 and assistance for successfully applications.

Applications should fulfil the following criteria:
  1. Impact: ability to identify the social needs/Issues of the community
  2. Innovation: Creativity of approach for the project/business idea to address the identified needs/issues
  3. Feasibility: Viability of the project proposed, physically/economically/socially
(2) North CDC's
The Community Services Innovation Fund

The Community Service Innovation Fund aims to support Voluntary Welfare Orgaisations (VWOs) through the provision of seed funding to introduce new, upique and innovative projects or programmes that meet the needs of the residents of North East CDC District.

Provides funding up to 70% of total project expenditure, capped at a maximum of SGD $5,000.

National Volunteer and Pilantrophy Centre - New Initiative Grant

The New Initiative Grant (NIG) provides seed funding for the start up of non-profit organizations or existing NPOs with new initiatives that meets community needs in Singapore and are strong in volunteerism or philanthropy.

Provides funding up to SGD$200,000

Applications must:
  1. Meet community needs in Singapore
  2. Be new i.e. significantly different from anything from anything offered by other parties.
  3. Have a string component of volunteerism and/or philanthropy
  4. Sustainable, not one-off/ad hoc basis
  5. Secular, non-profit, not purely social or recreational

National Environment Agency (NEA)
The Environment Club Scheme

The ECFS is to probide designated sums of financial grants to encourage all MOE primary and secondary schools with environment clubs to conduct at least 2 environment related activities and events within their schools.

Primary schools will receive SGD$500 each
Secondary schools will receive SGD$1,000 each

National Youth Achievement Award Council

NYAA-Nexus Project Grant Scheme

Nexus the National Youth Achievement Award Council launched the NYAA-Nexus Project Grant Scheme in 004 with the objective of providing incentives for Singaporeans to initiate, design, and carry out projects on National Education themes.

Funding provided is dependent on the project.

Singapore Pools
The Singapore Pools Community Funding Programme
The Singapore Pools support fund-raising projects in aid of sports, Charity and community causes.

Non-profit organizations registered in Singapore may apply for funding from Singapore Pools in the form of a donation made by Singapore Pools towards the cost of any particular community project. Such NPOs may be registered as a society or a company limited by a guarantee.
